Created DroppedDataProductResolver

[Dr15Jones]

PR description:

• Created the new resolver as the only type which can be added later to the Principal. It can only be used to get the provenance of the dropped data product.
• Added additional unit tests.
• Fixed case where provenance not properly accessible to type which was added later.

PR validation:

Code compiles and framework unit tests pass.
