add Charles Turner Black History Month post #1656

Description

This adds a post about zoologist Charles Henry Turner for Black History Month. It's modeled after the posts from last year's BHM. I hope that's OK.

Don't merge this yet, as the file will need to be renamed for whenever it's actually published. It would be great if that could happen on Monday, February 3, since that would be Turner's birthday.

Checklist:

  • I have previewed changes locally or with CircleCI (runs when PR is created)
  • I have completed any content reviews, such as getting input from relevant working groups. If no, please note this and wait to post the PR to the #website channel until the content has been settled.

When you are ready for a technical review/merge, post the for the link for the PR in the US-RSE Slack (#website) to ask for reviewers.

Looks good to me! If it's ready to merge, I'd say go ahead.

However, one thing to maybe consider is the broken link is a missing page to DEI related content. I checked the other day, and this page is available on the way back machine, Internet archive site. Since this PR is DEI related, it might be worth fixing that link. But not necessary.

Thank you very much for taking a look. I'll wait a little longer for @lparsons's opinion since he seems to be heading up the BHM posts.

@crd477 That looks excellent, thanks so much for writing it! Really loved the references in there.

Before we merge/publish it, let's see about coordinating the release of these articles. We'd like to publish at least one per week. I know @uwcdc has one ready to go for this week (#1653 ). This article could get published for next week (2/10) if we want? It's totally fine to publish more than one a week, but I figured we might want to spread them out and lighten the load. Thoughts?

Err, I accidentally committed a fix to assets/css/reboot.css to increase to the size of the footnote text (see #1210). I didn't mean to do that in this PR, but it sure does look a whole lot better.
Should I back it out or just leave it?
