Add readme file (from the base repository with a few tweaks)
Add translation file to describe translation requirements and add some dictionaries
Update and fix basic files (non "state of")
- all untranslated and commented lines were added to have line-by-line match-up between original key lines and translated ones; thus every key and its translation will start on the same line in both original and translated file

All fixes are welcome in new PRs.
