This PR adds a new notice to the Map Explorer, so teachers & students are aware that there's an ongoing issue with the Maps API server that's being investigated.
Status
Merging and deploying ASAP, as issue 838 is still ongoing.
The updates in this PR are intended to be temporary and should be reverted as soon as 838 is closed.
