Required for `rusqlite 0.31`.

This also lets us update our MSRV pins to `postgres 0.19.4` (which
requires MSRV 1.60).
Required for `rusqlite 0.32`.

This also lets us update our MSRV pins to their latest dependency
versions, including `postgres 0.19` (which requires MSRV 1.65).
