Make DQ and KQP use only WideStream for WideFromBlocks

This patchset follows up the commit ydb-platform/ydb@5bf3fd8: due to incremental migration from WideFlow to WideStream for the whole block pipeline, the static flag, controlling the type of WideFromBlocks computation node, was switched to use only WideStream I/O.

As a result of the patchset, DQ and KQP pipelines supports only WideStream type for WideFromBlocks computation node.
