Enable UI to allow managing secondary userstores in sub-organizations.

Purpose

This pr enables the following UIs for sub-organizations to allow managing secondary usersstores.

• Attributes and userstores section in the navbar with userstores and attributes sub-sections
• Userstores page
• Attributes page with only the ability to update claim mappings for userstores
• View and add users to secondary userstores
• View and add groups to secondary userstores
• Ability to select secondary userstores when selecting userstores to provision JIT provisioned users

In addition this pr also introduces the ability to configure allowed navbar items for sub organizations via the deployment.config.json.
