I think this bug should be mentioned in the "potential issues" section. https://bugs.launchpad.net/neutron/+bug/2042938
The issue honestly could be considered blocking for RL9 migrations, but you can "workaround" it by detaching ad reattaching the FIP to the LB VIP after neutron is restarted. (Further issue being how to tell if any one loadbalancer has been broken, outside of the customer telling us)
