First release of the Biased Language PMD RuleSet!

This PMD RuleSet allows Java developers that use PMD to easily detect and avoid the use of racially charged and biased language in their codebase. This first release focuses on detecting instances of blacklist/whitelist and master/slave (and derivatives) so better alternatives can be used, as recommended by the Terminology, Power and Inclusive Language IETF document draft-knodel-terminology-02.
