Breaking changes

This aligns TFMs with Microsoft.AspNetCore.Components.WebAssembly, dropping .NET 7 support. As this package can't follow Serilog's core TFM support policy, it will be versioned using a policy consistent with Serilog's ASP.NET Core-related packages from 8x onward.
