Describe the Housekeeping
The Sequencescape dependency Vue 2.7.0 reached EOL. https://endoflife.date/vue
Update it to Vue 3.5.13 or the latest supported version.

Blocking issues
sanger/limber#2188

Additional context
Do the Limber update first.
