CPU Utilization widget

Displays utilization for each cpu present in the system, over the last 5 minutes, for a maximum of 16 cpus.
Displays the current 'busyness' (defined as 100 - %idle ) of each cpu, average busyness over the last 5 minutes, and the highest over the last 5 minutes.
The user can select a cpu to view details, and it will display the %system, %user, %nice and %idle for that cpu over the last 5 minutes.
Updates this information every 5 seconds.
