Document bad Docker Engine version (armadaproject#3246)

Add a note to Ubuntu install docs about Docker Engine v25.0.0 breaking localdev setups, and suggest using v24.0.7 until a newer, fixed version is released. Signed-off-by: Rich Scott <[email protected]>
