[WIP] Remove VM cluster autoscaler docker implementation

Why are these changes needed?

For containerized environments, KubeRay is the preferred implementation. The docker implementation of the VM cluster autoscaler has been unmaintained for quite some time now.

It seems this is still actively used for the TPU implementation #47769 we shouldn't remove it altogether right now :)
