Previous actions trigger `apt update`, which caused issues with
incomplete repository URL changes. Therefore, we need to modify all
*.list files in a single action and run `apt update` only after all
changes are completed.
I chose to use a new action instead of removing `apt update` from all the old actions because of:
- Backward compatibility
- In this situation, actions still leave repository files in an inconsistent state, which seems incorrect.
