This PR follows #4456 and updates Ecto and related deps to their latest versions.
I changed Ecto version requirement to ~> 3.12.0, postgrex to ~> 0.19.0, ecto_ch to ~> 0.3.9 and ran
mix deps.get-- note that this updated HPAX, CAStore, and Mint as well.Tests
