BB-23028: Search Autocomplete Suggestions (5.1) (#36816)

- added WebsiteSearchSuggestionBundle
- added Suggestion, SuggestionProduct entity classes
- added MQ topics and processors for generating suggestions
- added cron command to initiate cleaning of orphaned suggestions
- updated search autocomplete handler to add suggestions
- added system config setting and feature toggle
- updated changelog and documentation
- added behat tests
