This PR takes the items from #1494 and other content gather in a Google Doc and adds an issue template to be used for future onboarding of GC members.
The aim of this issue is to involve two members: an existing member and a new member, to promote communication in the form of "async pairing" to get the new member onboarded and up to speed with current topics as soon as possible.
Note: this PR is still in draft state until #1494 is closed and any doubts on the process are solved.
