update CI config
- update some out-of-date paths
- update to python 3.10
update dbt to 1.7
update dbt package constraints and add lockfile
replace Databricks adapter with DuckDB adapter (so it can run in CI)
update project structure and Makefile to be compatible with dbt 1.7
