《關於開放科技—從原始碼、資料到政府：開放，如何塑造新時代數位社會》這份手冊，闡述開放科技對「開放原始碼」、「開放資料」、「開放政府」的定義和其關聯，並介紹在台灣執行之現況。開放文化基金會（Open Culture Foundation, OCF）推出這份手冊，以協助施政者、倡議者更理解「開放」及其脈絡，並提出落實「開放」的看法和建議。
“Open Technology - From Source Code, Data to the Government: How “Open” Shapes the Digital Society of the New Era” describes open technologies’ definitions for “open source”, “open data”, “open government” and their associations and implementations in Taiwan. With this manual, OCF aims to help the government and advocates to better understand “open” and its context. The manual also includes OCF’s opinions and suggestions regarding the implementation of “open”.
這本手冊分為四章，前三章分別闡述了開放科技的三個重要方面：「開放原始碼」、「開放資料」和「開放政府」。每一章都涵蓋了該方面的定義、歷史背景、在台灣的實踐現況、開放文化基金會（OCF）的建議，以及常見問題與解答。第四章則綜合探討了「開放」的概念，尤其聚焦於開放科技與公眾參與之間的關係、開放的運用、以及最重要的，為什麼我們認為社會需要「開放」。
This guideline consists of four chapters. Chapter 1 - 3 introduce three vital aspects of open technology: "Open Source", "Open Data", and "Open Government". Each chapter covers the definition, historical background, current practices in Taiwan, recommendations from the Open Culture Foundation (OCF), as well as frequently asked questions and answers. The fourth chapter provides a comprehensive discussion on the concept of "openness", with a particular focus on the relationship between open technology and public participation, the implementation of openness, and most importantly, why we believe the society needs “openness”.
