This PR is a follow up to #2454, and fixes imports of Test packages that have no metadata whatsoever.
e.g. https://github.com/oat-sa/nextgen-stack/tree/259c3a11fda40a65a2b7e2585729dcece3c8d527/tao/_qtiSamples.
I'm pretty sure that any other older QTI package (or a QTI package authored somewhere else) is not not importable as well. Although I didn't confirm that assumption.
