feat(dashboard): workflow suggestions - WIP

What changed? Why was the change needed?

• AI Suggested workflows based on the company type
• Prompt Based workflow creation
• 2 Feature flags: Template Store Enabled, and AI Template Store. Will be rolled out gradually after testing.
