CI: Update Ubuntu version (#71)

Update Ubuntu to the next LTS. Motivation is a failing add-PPA step which translates ppa:ubuntugis/ubuntugis-unstable to ppa:~ubuntugis/ubuntu/ubuntugis-unstable which fails because ubuntu/ubuntugis-unstable does not exist.
