IP-244 - Update versions of actions due to pending deprecation.

This PR updates a few of the standard GitHub actions used by workflows in the repository to stay ahead of some deprecations coming in January 2025.

The failing tests are unrelated to the update. They are due to an issue with the credentials used by the tests:

Password was found in a public database of compromised passwords. You will need to reset your password prior to logging in. A password reset link has been automatically sent to the email registered with your account

I'll look into fixing that (although I need to track down the credentials being used).

The second round of test failures was due to files being removed in the harmony-uat-staging test bucket (due to an S3 Lifecycle configuration that removes stale items from that bucket). To fix this, I've hosted the missing test artefacts in the harmony-uat-eedtest-data bucket instead.
