Mercurial `hgweb` server.

Provides unauthenticated http read/write access to a repository located in
/repos.  It is expected this path will be a Docker volume mount for persistence.

eg:
    docker run --volume autoland-hg:/repos hg init
    docker run --volume autoland-hg:/repos hg start
