Description
This PR updates the runtime spec version variable to runtime 2700 and ensures that links are pointing to the correct lines of code.
I've also added a placeholder on the runtime upgrades page for runtime 2700. will need to circle back to fill in the
TODOitems with the actual block number in which the release occurredChecklist

NOTE: the links in the CN PR aren't completely 1:1 due to the XCM overhaul but I made the changes where necessary so everything still works until the overhaul translations are completed
