Adding Meta SUT for the Llama3.1 8B instruct model (with and without llamaguard) using HuggingFace.

poetry run modelbench benchmark -m 10 --sut llama-3.1-8b-instruct-lg-h

The llamguard implementation checks if the output is unsafe according to llamaguard 8b, and if it is, it returns a benign response of "I can't answer that. Can I help with something else?"
