Update the web standards model article

Description

This PR aims to complete The web standards model article, which needed improvement to fill out some unfinished sections after the recent curriculum merger.

Note: Let's get a standards person to read through the sections about standards bodies and processes and offer comment. Someone like @zcorpan, maybe (hi Simon! do you have time to help me with a little MDN content review work)?
