ci: add release workflow #14

This PR adds a release workflow using https://github.com/googleapis/release-please.

There are few things to do to make it work:

You would need to set a NPM_TOKEN secret in this GitHub repo.
You may need to set "Allow GitHub Actions to create and approve pull requests" under repository Settings > Actions > General.
When merging this pull request, ensure that the commit message body (not commit message header) contains Release-As: 0.0.8 to trigger the very first release.
