dra --label-filter matches nonkubetes2 jobs

DRA jobs are not picking the tests properly, making the kubetest2 match the old jobs label-filter

we can see the jobs succeed but not running any tests

also update the cgrpv2 to use the labe-filter flag from kubetest2

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
