Upgrade to Oxipng 9 #54

Pulls in updates from upstream in GoogleChromeLabs/squoosh#1396.

Adds ability to optimise and encode to PNG directly from raw RGB image data
Updates to Oxipng v9. None of the breaking changes impact our use so I'll bump the package by a minor release version
