…lt with refassmer. Going to try restructing this in such a way that we can use a prebuilt library for now, but switch to some sort of dynamic output later.

…c initialization of a few things. Added RuntimeInit, which has a ModuleInitializer. This kicks off to load the proper IKVM.Java as soon as IKVM.Runtime is loaded.
…ugh. Making sure we have appropriate token or row numbers where needed. Fix strong naming to use RSA.Create(). Fix manifest resource support.
Adjust headers.
Use System.Reflection.Metadata to write assemblies in IKVM.Reflection. Enable win-arm64 Framework tools and images.
