Implement a generic in-browser navigation skill-set

Implement a generic skill-set, for altering the page's URL, also by changing the current window state, so that back/forward will work. It is going to be used for many purposes, including selection mechanism (#8).

Probably such libraries already exists - it is OK to use one, if it is compact and clever enough :-)
