What does this PR do?

Fixes #271

This pull request adds a new notebook to the Hugging Face Cookbook: medical_question_answering.ipynb.
Provides a hands-on example of applying a state-of-the-art medical LLM to a real-world task.

nice use case! however this seems like just an inference example, would be nice to make it a more comprehensive end to end example like RAG + reasoning from medical documents. curious what @stevhliu thinks

I think it's easier to read if you give the model one question at a time. The output is a bit harder to read since there the user has to scroll through so much text.

Agree with @merveenoyan that the notebook can be expanded more (for example, building some kind of application on top of the model) to showcase its practicality.
