UTF-8 Friendly Release

• Modernized the autoconf/configure system.
• A bunch of minor bugfixes to get a clean compile with "gcc -Wall" and "clang -Wall".
• cbufs get zeroed out before reuse - security patch.
• Cleaned up and modernized the perl db-manipulation scripts.
• Added a UTF-8 parser and changed the way filtertext works and is used to allow for UTF-8 messages. User nicks and group names are still limited to a restricted 7-bit ascii character set though.

Working release based on the most recent code available from ftp.icb.net.

This is not based on the code on www.icb.net's "icbd-latest.tgz", which is actually the 1.2b release. This is from the CVS repository, which contains code intended to be the 1.2c release. It was put into service as the main icbd server in 2003 or so but never tagged or released.
