Decoda 1.18 custom edition

Custom edition of Decoda.

Decoda works with lua sources in utf8.
Lua app must working in utf8.
Fixed many bugs. More stability.
Removed unused code - Update and Source control support.

The program has been modified by my task. You can use it as is. I will not bug fixes upon request. You can finish it yourself.
