MOM6: New TIDAL_SAL_FLATHER option

- NOAA-GFDL/MOM6@9de6ce74d New TIDAL_SAL_FLATHER option
MOM6: Run test (and test.summary) locally
- NOAA-GFDL/MOM6@1bb885218 *+Non-Boussinesq MEKE and add MEKE_TOTAL_DEPTH_RHO
- NOAA-GFDL/MOM6@1d35fa1c2 implement restart for internal tides (NOAA-GFDL#463)
- NOAA-GFDL/MOM6@1577ae1c5 Ice-shelf bugfixes for restarts and halo updates
MOM6: Update deps m4 macros
