[Sitebuilder] Management command for collection per site #67

./manage.py collections_per_site

The above management command does following:

Create a new collection with name girleffect.org.
Update collection of Images/Documents/Media to the newly created collection.
Add tag with name of old collection to Images/Documents/Mediaobjects. A Tag is not added if the old collection is root.
