fix: skip app cache for non frappe

A change in Bench's build dependency has cause bench deploys to break. Until a new bench version can be released, I'll be skipping cache for non frappe apps.

• fix(build): pin hatchling version 2nd try bench#1538
• fix(build): pin hatchling version to prevent import error bench#1537
• fix: ignore org check fail if using cache bench#1536
