To make sure we can gracefully upgrade and avoid issues like fog#417
google-api-client requires it anyway

@Temikus Thank you for this. Could 1.8.0 be released or is there something blocking it? I can see the new version in the changelog, but it doesn't seem to have been released. |

This should alleviate #417 until we can properly upgrade all the tests, etc.
Additionally, locks the major versions of other upstream deps.
