Middleware relase 2.0.0-beta

• Refactored all model concepts, now the middleware has two method options to find legal information (see config.properties).
• Method zero (0) is the default, the engine search legislation from action instances.
• Method one (1) use the same algorithm that previous version, combine the comments annotations from legislation instances with the agent action with a text similarity approach.
