Besides what's described in the title, this PR includes:
find_related_easyconfigsusing for--review-pr#4385filter_ecstofilter_related_ecs, to avoid confusion with thefilter_ecsbuild option--review-pr-filtershould only apply to the easyconfig basename, not the full pathMarking as draft, needs further discussion (also, if we decide to go ahead, the tests need to be extended to cover this)
