ENG-186 CLI - Make available to beta users

We have the green light to make the CLI public. Essentially we need to:

  • Extend GH workflows to push into pypi
  • Double check our release process and flows - approval for pypi releases + version tagging
  • Check on license assignment for the code
  • Ensure git history is clean and we are good to make things public
  • Tighten up any README/docs references
