Need to change this to use a deploy key instead of PUSHABLE_GITHUB_TOKEN but after that it's good to go |

The new website is being tracked on the 3.0 branch, with 2.X being pulled in as a submodule (at least for now) to build the current docs.
This PR is the 2.X counterpart to #2413 to automatically update that submodule upstream, provide an easy way for contributors to build the website when modifying the documentation on the 2.X branch, and make the necessary changes for Docusaurus to build the new website for the documentation currently in the 2.X tree.
This should not be merged until #2413 is merged.
