Split configure-dms-viz into subcommands

I split configure-dms-viz into two subcommands:

  1. format: This behaves the same way that configure-dms-viz performed before. It formats the data.
  2. `join: This command joins multiple formatted datasets into a single dataset. Optionally, users can provide a description of the datasets.
