Improve Auto Sync Error Logging

Description

If the user using the Disqus plugin is not logged into a Disqus moderator account on that site, the plugin will be unable to fetch the syncing status or start/stop automatic syncing. However, this was unclear from the messaging in the plugin, so these changes resolve this issue by clarifying this and exposing the associated error message when an automatic syncing error occurs.

Motivation and Context

This helps clarify a common reason that the syncing breaks for many users as well as helps us better troubleshoot other errors that may pop up with syncing.

This has been tested on multiple Disqus WP test sites.
