Update solr and backlight gem

Made this PR a draft to remind us to merge in #1929 first!

For deploying this we need to:

1. Create new SOLR EC2 machines on AWS for production and stage (dev machine is already created)
2. Set the new servers in config/blacklight.yml config file
3. For production:
   • Remove dryad-v3-prd-3 machine from the load balancer
   • Deploy code from this PR to this machine
   • Trigger SOLR reindex RAILS_ENV=<env> bundle exec rails rsolr:reindex
   • Once reindex is finished deploy this code to other 2 produciton machines
   • Add dryad-v3-prd-3 machine back to load balancer

Dev is looking good. Can we merge this into the new submission system and try it on sandbox?

Can we merge in #1929 ?

@ryscher @alinvetian it's also fine to load this to sandbox instead of the new submission system, if you want a purer test and not to worry about combining it with the submission branch until later
