Addresses #67 by using GPLv3 for code, LGPLv3 allows GPLv3 code, but adds an exception clause. LGPLv3 does not have a condition for GPLv2 code. The GPLv2 code seems to be under GPL-2.0-only rather than GPL-2.0-or-later which if it were under would be compatible with LGPLv3.
