The actual language is not modified, but the document was reorganized and formatted for clarification for ease of access. Some changes:

  • Added table of contents (with doctoc)
  • Separated goals into own section, moved to bottom
  • Enumerated headings
  • Split into sections: Framework and Goals

This was forked off of #2 for easier review. That PR can be closed if this one is merged directly.
