fix: listen for workspace status when restarting the workspace

What does this PR do?

This pull request is created to highlight the bug whe workspace restart.

Once the request to stop the workspace is sent, we check for workspace status periodically, and when workspace is STOPPED, we jump to workspace starting page.

At this step, when testing on workspaces.openshift.io, you will have the error as it descibed here eclipse-che/che#22769

• Run Restart workspace from local devfile command
